Apply Offline: BDO, SDO and KMC Ward Office Route Explained
How the West Bengal government describes offline Family Level Data Collection and Annapurna Yojana submission routes.
The Government of West Bengal lists three main in-person routes for Annapurna Yojana / Family Level Data Collection submissions: BDO offices, SDO offices and KMC Ward offices.
BDO: Block Development Officer
For residents in block areas, the BDO office is a key field-level administrative point. The Finance Department’s Social Registry implementation order also says BDOs are being given portal access for field monitoring and identifying implementation gaps.
SDO: Sub-Divisional Officer
SDO offices are another government-listed submission route. They can be relevant where block-level handling does not apply or where a case needs sub-divisional administration.
KMC Ward office
Within Kolkata Municipal Corporation areas, the government scheme page specifically names KMC Ward offices as an offline route.
Why offline still matters
The public portal can go through maintenance, rollout changes or temporary module restrictions. An official office route prevents citizens from being forced onto third-party forms when the online module is unavailable.
What to carry
The scheme’s mandatory list includes EPIC, Aadhaar and an active mobile number. An office may request additional supporting material if a record needs verification or correction, so check the current local instruction.
Keep an acknowledgement
If the office provides a receipt, acknowledgement number or stamped copy, keep it. It can help later if you need to check whether a record was entered or file a claim/grievance.
Do not pay private agents for “guaranteed approval”
The public scheme page directs citizens to government offices and the government portal. A private person cannot guarantee eligibility or override the verification system.

Field officers are part of the registry design
The Finance Department’s March 2026 order specifically expands Social Registry access to District Magistrates and Block Development Officers so they can monitor implementation, identify gaps and plan targeted interventions. The offline route is therefore connected to the registry’s operational structure, not simply a paper fallback.
Use the office appropriate to your area
BDO offices serve block-level administration, SDO offices operate at sub-divisional level, and KMC Ward offices are the route named for Kolkata Municipal Corporation areas. Citizens should not assume all three offices perform exactly the same local workflow.
Ask for the current process, not an old social-media form
Because the 2026 rollout has changed over time, confirm whether the office is accepting fresh forms, corrections or grievance documents on the day you visit. A screenshot from June may not reflect a September workflow.
Preserve the acknowledgement trail
Keep any receipt, stamped copy, reference number or SMS received after an office submission. This is useful when later matching the record to the Citizen / Family Login or raising a claim.
What to carry and what to expect
Bring originals plus one set of photocopies of EPIC, Aadhaar, and your ration card, along with the active mobile phone itself — officials may need to verify OTP on the spot. Carry a passport-size photograph as well, since offline forms often require one pasted and signed. Expect queues, especially during Duare Sarkar camp days; going early in the day usually means shorter waits. Fill the form at the counter carefully or ask the official to confirm each field — the same mismatch rules from the form guide apply offline too. Before leaving, get an acknowledgement or receipt with a reference number and keep it safe; without it, checking your status later becomes much harder.
Duare Sarkar camps versus regular office days
Duare Sarkar camps are the government's outreach drives where multiple scheme services are offered at temporary camp locations — they are the easiest offline route for most people because they come to your area. On regular working days, the BDO office (rural blocks), SDO office, or KMC ward office (Kolkata) handles applications as part of normal business. Camps are convenient but crowded; offices are calmer but may require a longer trip. Either route leads to the same system, so choose based on what is practical for you rather than worrying that one is "better."
